Data Receiver Quick Start Guide

Article 17 of the Securitisation Regulation (EU) 2017/2402 specifies that a securitisation repository must provide direct and immediate access free of charge to the following entities to enable them to fulfil their respective responsibilities, mandates and obligations:

  1. The relevant authorities whose respective supervisory responsibilities and mandates cover transactions, markets, participants and assets which fall within the scope of the Regulation;
  2. ESMA, the EBA, EIOPA and other ESAs; and
  3. investors and potential investors.

This Quick Start Guide is to facilitate qualifying entities to access our repository.

Access Methods

In addition to the SFTP access SecRep is obliged to make available under the regulation, there is a web portal available where users may upload their search queries and download SecRep’s system reports and user guides.

European supervisory bodies may also receive SecRep’s data via ESMA’s TRACE HUB.

User Roles

We have defined two roles for interaction with our System which are entirely separate to each other. It is important to understand this distinction in roles prior to submitting a user registration. These two roles are:

  • User Authoriser – This is the person within your organisation that authorises users of our System. Importantly, whilst a User Authoriser authorises a System User, they cannot access the repository themselves. So, if you wish to access yourself, you should appoint an alternate User Authoriser at your organisation.
  • System User – This is a person authorised by your organisation's User Authoriser that will be granted access to download data from the repository.

Registration Requirements

To register to be able to download data, we will need:

  • A signed Data Receiver Agreement signed by an authorised signatory at your organisation, such as a Head of Compliance or an Executive Director.
  • The legal name of the Data Receiver requesting access to the Data.
  • The Legal Entity Identifier (LEI) of the Data Receiver.
  • Written confirmation of the category specified under Article 17.1 which your organisation falls under to be entitled to access.
  • The User Authoriser's written confirmation that they understand the remit of their role.
  • The successful completion of our internal due diligence process. This process will commence once the Data Receiver Agreement has been signed by your organisation and sent to SecRep. We may ask for additional information to verify that your organisation is entitled to access.

Please note: All contact details must be the standard corporate contact details for the relevant individual – i.e. no personal non-corporate contact details will be accepted.

Registering to use SecRep

If you are an individual whose organisation has already set up an account with us, you may continue by registering as a System User.

If you represent an organisation which has not registered with us, please appoint a User Authoriser (see below) who will be responsible for submitting a registration request via this Form.
