Data Provider Quick Start Guide

Article 7 of the EU Securitisation Regulation requires the originator, sponsor or securitisation special purpose entity to designate one of their number to be the entity responsible for fulfilling the transparency requirements making available to holders of a securitisation position, defined information to competent authorities and, upon request, to potential investors.

This Quick Start Guide is for the entity designated to fulfil these requirements.

Access Methods

In addition to the SFTP access SecRep is obliged to make available under the regulation, there is a web portal available where users may upload their data submissions, and download system notifications and user guides

User Roles

We have defined two roles for interaction with our System which are entirely separate to each other. It is important to understand this distinction in roles prior to submitting a user registration. These two roles are:

  • User Authoriser – This is the person within your organisation that authorises users of our System. Importantly, whilst a User Authoriser authorises a System User, they cannot access the repository themselves. So, if you wish to access yourself, you should appoint an alternate User Authoriser at your organisation.
  • System User – This is a person authorised by your organisation's User Authoriser that will be granted access to upload data to the repository.

Registration Requirements

To register to be able to upload data, we will need:

  • A signed Data Reporting Agreement. This must be signed by an authorised representative of the Reporting Entity.
  • The User Authoriser's written confirmation that they understand the remit of their role.

This Agreement also requires that you provide:

  • The legal name of the Reporting Entity.
  • The Legal Entity Identifier (LEI) of the Reporting Entity.
  • Details of the securitisation such as its legal name, its unique identifier, its asset class, etc.
  • The VAT/TAX ID of the entity that will be charged our reporting fees.
  • Billing contact details, including at least an e-mail address to which invoices should be sent.

Please note: All contact details must be the standard corporate contact details for the relevant individual – i.e. no personal non-corporate contact details will be accepted.

Delegated Reporting Entity

Some Data Providers choose to use the services of an agent (a Delegated Reporting Entity) to assist them to meet their reporting obligations. In such case, we will require additionally a signed Delegated Reporting Entity Agreement from the agent and the name, postal address, e-mail address and telephone number of the billing contact at the Delegated Reporting Entity to whom invoices should be sent.
